The system needed to support 11 government clients, handle 1,000+ daily transactions, operate 24/7, support multiple languages, include a secure payment mechanism, and integrate with Liaison and Issuing offices globally — all while ensuring data security and allowing live updates without disrupting logged-in users.
Our Solution
  • Developed ADES as a 3-tier web application using Oracle 8i, HTML/DHTML, and Java Applets on an Oracle Application Server 4.0 architecture
  • System covered AD Entry with unique REI number generation, automated data transfer to Liaison and Issuing offices via email attachment, and a daemon process for continuous data upload
  • Full admin functionality including user registration, multilingual support, archiving, and restore; screen design mirrored the original Authorization Document for minimal user learning curve
  • Kumaran subsequently became FTS's ongoing IT partner for ADES maintenance and support

The Foreign Trade Standards (FTS) division partnered with Kumaran to build ADES — a secure, internet-based Authorization Document Entry System supporting Pre-Shipment Inspection across 11 government clients and offices in 94 countries. Kumaran delivered a 3-tier Oracle 8i / Java Applet platform with multilingual support, secure payment, 24/7 availability, and seamless integration with Liaison and Issuing offices worldwide. The Background

FTS operated a legacy Oracle 7 business application on Compaq servers running SCO OpenServer Unix, with data moved between offices via email attachments and no WAN connectivity. As business expanded across 94 countries with 11 government PSI contracts, the need for a secure, internet-based document entry platform became critical. The system needed to handle 1,000 new transactions daily, support multiple languages, integrate with offices worldwide, and include secure payment — all while remaining extensible for future contracts with minimal additional development.
